Flax inspector V.KONOVALOV working out of number 26 post in the port of Konigsberg, Kronstadt, Libnau, Memel, Narva, Pernau, Reval, Riga, St Petersburg, or Tilsit ..in the year 1836.. . all of these ports used SPB for their flax seals after the year 1829 as a certification of the FLAX bracking (inspection) by the Russian Empire.. SPB does not mean St Petersburg
The Grower/Owner/Agent initials are IP with 3rd grade flax plants in the bale.
