Very hard this one, is their anything on the reverse such as a pin fitment, if so could be a brooch.

My guess would be furniture decoration or from a lamp base or somesuch.  Looks decorative rather than functional, certainly.  I would further guess the broken part would be where it was attached to wherever it came from.  I would guess 1800's to ealry 1900's but alllll this is purely guess-work ;-)
