Title: head scratcher ?

if someone could id this i would be greatful, its doing my head in ;D ;D  its 50mm long x 40mm tall x 5mm thick.
i found this yesterday on a bit i havent done before, the only thing i can think of is some sort of band or bracelet (section of).
the white pieces that are in a half bond and look like brickwork are like porcelain or clay, they may have been joined together with steel wire which may have corroded and expanded hence the look and now rigid, it may have been flexible  at some point?

Piece of plaster over mesh for walls or decoration perhaps

cheers guys, not plaster but i know what you meant with the steel lathing, jim you might be right there for once, good to see the old brain still works at times :) ;) ;D ;D ;D
